EISA
The Energy Independence and Security Act of 2007 is a Federal law that mandates the regulation of metal halide ballast efficiencies in both manufactured and imported luminaries for sale in the United States after January 1, 2009. All 150-500 Watt metal halide luminaries (fixtures) must contain a ballast meeting the minimum levels of efficiency: 88% Magnetic Pulse Start- Start- 90% Electronic. 150, 200, 250, 320, 350, 400, 750 and 1000 watt Pulse Start ballast meet these requirements.

Manufacturers may only sell fixtures not meeting these requirements that were manufactured prior to January 1, 2009. This does not effect replacement probe start ballast and lamp products that can still be manufactured and sold. It is specifically for new fixtures.
